The Directorate General of Civil Aviation (DGCA) has intensified its efforts to enhance safety standards within the aviation industry, as revealed by its enforcement actions in the year 2023.
Surveillance and Oversight
In a significant move towards bolstering safety, DGCA conducted extensive surveillance activities on airlines, aerodrome operators, approved organizations, and aviation personnel under its regulatory purview. These measures aim to ensure compliance with safety regulations and mitigate potential safety risks, thus enhancing safety margins across the industry.
Surge in Surveillance Activities
Throughout 2023, DGCA intensified its safety oversight endeavors, conducting a record-breaking 5745 surveillances, comprising 4039 planned surveillances, 1706 spot checks, and night surveillances. This marked a notable 26 percent increase in surveillance activities compared to the previous year, demonstrating a steadfast commitment to compliance and safety.
Enforcement Actions
As a result of surveillance findings, DGCA took enforcement actions against non-compliant personnel, airlines, and other operators. A total of 542 enforcement actions were initiated in 2023, representing a substantial 77 percent increase from the previous year’s figure of 305 actions. These actions underscore DGCA’s dedication to upholding safety standards.
Notable Actions
Among the significant enforcement actions in 2023 were the suspension of Air India’s Approved Training Organisation and imposition of financial penalties on airlines such as Air India, Air Asia, Indigo, and Spice Jet for various non-compliances. Additionally, enforcement actions were taken against erring pilots, cabin crew, air traffic control officers (ATCOs), non-scheduled airlines, flying training organizations, and aerodrome operators.
